What is the name of the movie where two teenage girls run away?

There was this movie and I remember watching it in the 90s (maybe mid
90s) anyway, there were these two girls and if I remember correctly,
they break away from someplace, like maybe a shelter or insane asylum
and it seems like they go to Mexico. I thought that one of the girls
was Samantha Mumba but I checked out the movies that she was in and
none of them was made in the 90s so I don't know. Anyway, one of the
girls might have been white and the other either black or hispanic but
they run away together because the black/hispanic girl keeps telling
the white one that she knows of a place where they will be safe. I
think that she keeps talking about some woman that will take care of
them when they arrive. The girls travel and travel,(like by jumping on
the back of trains and whatnot) until they get to some place that's
real sketchy (when I was younger, I guess I thought they were in
Mexico (not to dis Mexico) ) but anyway the black/ hispanic girl takes
her friend to the woman that she had been talking about the whole time
and its crazy because the woman turns out to be some weird child
molester or something. The white girl realizes this because it seems
like the weird woman tries to prostitute the girls or something but
she (the white girl) tries to warn the black/hispanic one but the
black/hispanic girl doesn't listen because, I guess the woman raised
her, even though she molested/raped her all her life. I can't remember
how the movie ends, I think the white girl shoots the woman and the
girls run away again, but anyway,trying to figure out what the name of
this movie is has been bugging me like crazy. If any of this sounds
